Pegasus and China-sponsored hacking cause alarm across media industry

This week’s revelations about the scale of infiltration of mobile phones used by journalists – including those working for a range of AIB Member companies – and further intelligence about the China’s cyber attacks on US companies, including Microsoft Exchange systems has sent shockwaves through the media and cyber security industries.

According to reports in the UK’s Guardian and the US Washington Post, the spread of Pegasus spyware has infiltrated the mobile phones of thousands of journalists, activists and lawyers, notably those involved in human rights cases. Journalists working for AIB Members Al Jazeera, Bloomberg and France 24, as well as Agence France-Presse, The Wall Street Journal, CNN, The New York Times, El Pais, the Associated Press, Financial Times, Le Monde, The Economist, and Reuters, were targeted by the Pegasus spyware, The Guardian reported.

The phone numbers of the affected phones were leaked to Amnesty International who worked with Forbidden Stories, a not-for-profit Paris-based journalism organisation. Amnesty has verified hundreds of the numbers tracing the users.

The AIB reported on the first Pegasus revelations in December 2020. The scale of the spyware infiltration had not been realised at that point.

This incident, and its scale, demonstrates the need for constant vigilance by everyone working in media organisations. The threats are real and immediate and it is why the AIB is involved in urgent, wide-scale research into the vulnerabilities that exist within the Internet of Things (IoT) that can be harnessed by malign actors. This work is being undertaken by the AIB’s research assistant and Doctoral student at the University of Oxford and will be provided to all AIB Members in order to help them better protect their organisations and staff from the increasing number of attacks that are being perpetrated. We have received input from a large number of AIB Members to assist in this work, including workflows and other data that will inform this major, important research project. Separately, the US Cybersecurity and Infrastructure Security Agency [CISA] has provided background and support in connection with the Chinese cyber threat that has hit critical infrastructure in the USA and elsewhere in the world. CISA has uploaded the Current Activity regarding the U.S. Government release of an indictment and several advisories detailing Chinese cyber threat activity.

CISA reports that it, the Federal Bureau of Investigation (FBI), and the National Security Agency (NSA) have observed increasingly sophisticated Chinese state-sponsored activity targeting U.S. political, economic, military, educational, and critical infrastructure personnel and organisations. In response:

CISA also encourages users and administrators to review the blog post, Safeguarding Critical Infrastructure against Threats from the People’s Republic of China, by CISA Executive Assistant Director Eric Goldstein and the China Cyber Threat Overview and Advisories webpage.

The UK’s National Cyber Security Centre has also published details of the UK’s response to the Chinese threat. Its release says:

The UK has revealed that Chinese state-backed actors were responsible for gaining access to computer networks around the world via Microsoft Exchange servers. The NCSC assessed that it was highly likely that a group known as HAFNIUM, which is associated with the Chinese state, was responsible for the activity.

The NCSC recommends following vendor best practice advice in the mitigation of vulnerabilities, and any organisations which have yet to install security updates released for Microsoft Exchange servers should do so. The attack on Microsoft Exchange software was highly likely to enable large-scale espionage, including acquiring personally identifiable information and intellectual property. It is the most significant and widespread cyber intrusion against the UK and allies uncovered to date.

The UK is also attributing the Chinese Ministry of State Security as being behind activity known in open source as “APT40” and “APT31”. Activity relating to APT40 included the targeting maritime industries and naval defence contractors in the US and Europe, and for APT31 the targeting of government entities, including the Finnish parliament in 2020.

China authorities detain Bloomberg News Beijing staff member

Chinese authorities have detained Haze Fan, who works for the Bloomberg News bureau in Beijing, on suspicion of endangering national security.

Fan was last in contact with one of her editors around 11:30 a.m. local time on Monday 7 December. Shortly after, she was seen being escorted from her apartment building by plain clothes security officials.

Throughout the four days since her disappearance, Bloomberg has sought information on Fan’s whereabouts from the Chinese government and the Chinese embassy in Washington, DC. Her family was informed within 24 hours. Bloomberg LP, the parent of Bloomberg News, on Thursday 11 December received confirmation that Fan is being held on suspicion of participating in activities endangering national security.

“We are very concerned for her, and have been actively speaking to Chinese authorities to better understand the situation. We are continuing to do everything we can to support her while we seek more information,” said a Bloomberg spokesperson.

Fan, a Chinese citizen, began working for Bloomberg in 2017 and was previously with CNBC, CBS News, Al Jazeera and Thomson Reuters. Chinese nationals can only work as news assistants for foreign news bureaus in China and are not allowed to do independent reporting.

“Chinese citizen Ms. Fan has been detained by the Beijing National Security Bureau according to relevant Chinese law on suspicion of engaging in criminal activities that jeopardize national security. The case is currently under investigation. Ms. Fan’s legitimate rights have been fully ensured and her family has been notified,” the Chinese authorities said.

The Guardian newspaper reports that British Member of Parliament Tom Tugendhat, chair of the UK  parliament’s Foreign Affairs Committee has condemned the Chinese authorities: “The detention of another journalist by Beijing’s CCP is very concerning,” he said on Twitter. “Freedom of speech is a fundamental human right. I hope Haze Fan will be released soon.”

The Association for International Broadcasting is monitoring the situation closely and is in touch with Bloomberg executives and editors. The AIB will support Bloomberg – an AIB Member – and Ms Fan in any way that it can.

Productions across TV, radio and online from 20 countries have made the final cut

The shortlist for the AIBs 2019 – the 15th annual competition for the world’s best factual productions – has been published by the Association for International Broadcasting.

Work from over 50 companies has been selected to go through to the final judging by the international jury, with an immensely wide range of subjects covered. With 19 categories covering sport, daily journalism, human interest and much more, the AIBs are one of the most comprehensive international awards for factual producers.

“We have had the largest field of entries in the 15-year history of the AIBs,” says Simon Spanswick, chief executive of the Association for International Broadcasting. “Over 400 hours of work was submitted to this year’s competition, from production companies and broadcasters on every continent. The standard of work was extremely high and selecting the entries to go through to the final judging was a very real challenge. With reports and investigations covering child abuse, war crimes and natural disasters through to lighter subjects such as microscopic art, the subject range is immense.”

The shortlist of over 100 entries is now in front of the international jury of 59 programme makers, broadcast executives and other experts who will evaluate all the work. The winners in the 19 categories will be announced at the AIBs gala dinner in London on 6 November, attended by guests from all over the world. Bloomberg Television and Radio anchor Nerja Ćehić will host the awards, and Rana Rahimpour of BBC Persian will present the “in conversation” segment.

“The AIBs competition does not discriminate,” continues Spanswick, “between productions from large-scale broadcast networks or small-scale production companies, nor between productions in English or in any other language. It’s a level playing field and over the past decade and a half, prizes have been won by individual producers as well as by the broadcasting giants. That’s what makes this contest so appealing, and has gained its global reputation.”

Members of the Association for International Broadcasting have elected a new Executive Committee for the two years from 1 March 2018. The AIB Executive Committee provides governance and oversight of the activities of the Association and helps to define the strategic direction of the not-for-profit organisation.

11 senior executives of AIB Member companies stood for election, of which six were existing Executive Committee members who offered themselves for re-election. After votes were counted from the 48% turnout of AIB Members eligible to vote, those elected to the Executive Committee are (pictured above from top left):

12th annual AIBs reward factual programme makers from across the world

The 12th annual awards for factual television, radio and online productions – known as the AIBs – were awarded at a glittering gala dinner in London on Wednesday 2 November hosted by Mark Barton, anchor on Bloomberg Television. Sponsors of the AIBs 2016 include global satellite communications company Eutelsat and broadcast consultants MediaGuru.

abdul-rahman-ramadhanAs well as rewarding programme makers, the Association for International Broadcasting presented its Founders Award to Abdul Rahman Ramadhan (right) who for more than 35 years has been an unsung hero of news and documentary-making in Africa. He is “The Sound Man” who, working for Camerapix alongside the late legendary photojournalist Mohamed Amin, captured the sounds of war, famine and genocide across Africa. Abdul was the sound recordist who worked with the BBC’s Michael Buerk, who brought news of the Ethiopian famine into homes around the world. This led to the creation of Band Aid and the global Live Aid pop concert. “We are delighted to have the opportunity to recognise the work of Abdul Rahman Ramadhan,” said Alexey Nikolov, Managing Director of RT and Chairman of the AIB’s Executive Committee. “He has worked tirelessly in the most challenging of situations to bring the sounds that illustrate the news to viewers across the world. He has put his life in danger on many occasions and yet shows no sign of hanging up his headphones. Abdul is a worthy recipient of the important AIB Founders Award.”

Alongside the presentation of the Founders Award, the global panel of judges of this year’s AIBs rewarded programme makers in 14 countries, ranging in size from an Argentinian radio station to major TV networks such as the BBC.

Key themes among the entries were the migrant crisis in Europe and in particular the effects on children. There were also a range of productions covering issues around so-called ISIS, including the radicalisation of youth in western European countries. The judges praised the work of nominees, describing productions variously as “bold”, “engaging”, “compelling” and “comprehensive”.

The Association’s Innovation award was presented to the Private Engineering Office of Qatar for its ground-breaking TV and film archiving project that is preserving Qatar’s audio-visual archives on a scale unmatched anywhere in the world.

“We had the largest crop of entries in the 12-year history of the AIBs,” commented Simon Spanswick, chief executive of the Association for International Broadcasting. “Work from broadcasters and production companies on every continent was considered by our shortlisting team. Then our experts in the international jury evaluated which work was the best of the best. Some of the decisions were immensely close as the programmes we saw and heard in the shortlist were all of the very highest standard.”

With results in 17 categories ranging from news journalism to children’s factual, sport to investigate documentary, the AIBs cover the entire range of factual TV, radio and online production genres. There is an overall winner in each category and there are also special commendations that the judges said represented excellent work.
